We’re proud to share that Empire Health Foundation is now Waters Meet Foundation, and our 501(c)(4), formerly known as Empire Health Community Advocacy Fund, is now Waters Meet Action Fund.
This change is more than a new name — it’s a reflection of who we are, what we believe, and the path we’re forging alongside community. Just as rivers form when waters come together, Waters Meet represents the power of connection: people, ideas, and movements converging with shared purpose to create transformational change.
Our new identity carries forward our commitment to health equity and social justice in the Inland Northwest — while more clearly aligning with our values, our partners, and the work ahead. Together, Waters Meet Foundation and Waters Meet Action Fund represent two parts of a unified vision rooted in community, grounded in relationship, and bold in its pursuit of a more just future.

At Waters Meet Foundation, our name — and our work — reflects a deep belief in the power of coming together. We are on a collective journey to dismantle persistent health inequities and systemic injustices in the Inland Northwest.
Transformation of this scale takes more than funding. It takes trust. It requires deep relationships. It demands sharing power. It requires us to honor the Tribal communities that have called this land home since time immemorial. And it takes showing up — again and again — as committed partners to the communities most impacted bythese inequities.
We know that real change begins with listening. We honor the leadership, lived experience, and wisdom of community. We approach our work with humility, curiosity, and a willingness to evolve. At Waters Meet, we are committed to centering community voices and walking alongside communities fighting for justice.

At Waters Meet Action Fund, we believe that change doesn’t come from the top down. Change starts with people — organizing, leading, and demanding better.
We invest in the leadership and voice of those most impacted by injustice because that’s where real power lives. We back movements, not moments. We’re here to move with our community partners — not to watch from the sidelines. We take bold action to advance equity, shift policy, and dismantle systems of harm. We are humble with our partners and demanding with elected leaders. We understand that power is resistant to change, and that change is necessary in the pursuit of justice.
At Waters Meet Action Fund, we believe in raising our voices, holding systems accountable, and standing shoulder-to-shoulder with community leaders. Our strength is collective — and it shows up in action.
